Someone has been leaking information about our government.
We don't know if it's one person or a group.
It is up to us, the government, CIA, NSA, etc, to stop that whistleblower and silence him/her/them. They are hiding with us.
Our goal is to stop the whistleblowers from leaking our files in order to prevent the people from knowing. If the people knows what we've been doing, they will turn against us. We will lose all of our power and wealth. Hell, the military might turn against us, too! With the death of our gun control laws, they could start a war against us.

Each time the whistleblower leaks a file, one of us is assassinated by the people or will commit suicide from all the guilt, pressure, and having to deal with damaged reputation.
For example, The whistleblower leaks a file about Henry Kissinger aka Zeref.
Henry Kissinger was kidnapped from his hotel room from Washington DC. He was stripped naked and beat and even stoned. They dragged him in the street by driving a car. The people kicked him as he is being dragged slowly. When they stopped, they placed him on top of a car. The man holding him is also holding a glock next to his neck. The crowd cheered and chanted, "PULL THE TRIGGER," while the American flag is waving in the background. The gun sounds echoed throughout Washington as the crowd cheered.

Kissinger, having to deal with the guilt and his damaged reputation, found out that he could no longer live his life. All of his power, wealth, and people left him except for his gun. He cleaned the gun which shined like the stars and looked up in the sky, "I failed you, Father."
The next day, the police found a suicide note explaining his leak files and his sins. The last words, "I'm sorry."
The government, politicians, etc = Rabbits
The hero/whistleblower/traitor/leaker = Wolves
