If you've got any knowledge of Umineko, then you probably have an idea of what to expect.
Either way, here's a General Guide.
It may be best to take a look at it, as I may have changed a couple things to make it a little easier.
Hopefully I didn't mess things up with any changes I may have made.
General Guide
Player Types
Game Master
Writer of the Mystery. Functions as a Witch.
Understands the mystery and solution.
Can give hints in the form of the Gold Truth.
Witch
Player who tries to mislead the Detective into believing the solution is Magic.
Understands the mystery and solution.
Detective
Player who tries to disprove the existence of magic in the mystery.
Key Terms
Red Truth
Undeniable Truth that requires no explanation or proof.
Presented in Red. Only usable by the Witch and Game Master.
Blue Truth
Generally used to present a theory or similar statement.
Can be considered true unless refuted by the Red Truth or Gold Truth.
Usable by anyone.
Gold Truth
Used to provide hints by the Game Master.
Undeniable truth that requires no explanation or proof.
Presented in Gold (or Yellow).
Purple Declaration
Currently not in use.
I've been trying to think of a way to incorporate this, so if you have any suggestions, please feel free to speak up.
Logic Error
A Grave Error that's possible to be made by the Game Master in the story.
This occurs when there is a contradiction in the story.
The Game Master may either admit to making the Logic Error, resulting in a No Win game, or attempt to fix the Logic Error.
According to Umineko, the Game Master has eternity to fix a Logic Error.
Because we don't have that kind of time, the Game Master has until the end of the game to fix the error or the game results in a No Win game.
Furthermore, the Game Master may not sponsor a game until three other games have past or he/she has fixed the Logic Error, whichever comes first.
Winning Conditions
Draw
Both teams have active players at the end of the game.
The Detective has failed to find the solution to the mystery.
The Witch has failed to convince the Detective to accept Magic.
Witch Win
•The Detective Team has no active players at the end of the game.
•The Witch has successfully convinced the Detective to accept Magic.
Detective Win
•The Witch Team has no active players at the end of the game.
•The Detective has successfully found the solution to the mystery.
No Win
•In the event that the Game Master makes a Logic Error within the story and admits it, the game is scrapped and no one wins.
•If the Game Master attempts to fix the Logic Error but fails to do so before the end of the game, the game also ends this way.
Activity
As Activity could theoretically play a part in deciding the win, the following is a basic idea of how to determine "Activity" in a game.
Anyone who posts before the final day is considered active.
However, failure to post again within a three day time-span will render the player inactive.
In this case, all the player has to do is post again and their "Activity" will be renewed.
The final day is an exception. Attempting to go from "Inactive" to "Active" on the final day in an attempt to prevent a win born from Inactivity will not do anything unless the mystery is solved or the Detective Gives Up.
Defining "Activity" is tricky. If anyone can suggest a better system to determine Activity, please feel free to suggest it.
Deals/Bargains/Etc.
When two parties agree to certain terms and conditions with each other.
Such terms could include extensions for the game or resignations of players for the game.
All active members of both parties must agree to the terms before deals can be made official. Certain Exceptions Apply. (Marked by * below)
Ex: •GM-Witch [Abide by Certain Rules for Abide by Certain Rules]
•GM-Detective [Game Extension for Altered Win Conditions]
•Witch-Detective [Game Extension for Player Resignation]
•*GM-Detective [Free Game Extension]
((While this term only requires full consent from the giving party and only one consent from the recieving party, it may still be vetoed by another member of the recieving party. In this case, the decision of whether to accept or not will be based on majority rule.))
The terms can include pretty much whatever is relevant to the game.
Certain terms may be banned from use depending on their nature and how they affect the game. But otherwise, feel free to make any proposal you'd like.
Sets
Sets are as the name implies, sets of games.
General requirements for sets include:
•Same Setting
•Same Characters (Some can be added or subtracted as games go by. Additional info below)
•Multiple Games prepared (You need at least 3 for a set, but you can prepare as many as you like)
Here are special rules involved in Sets:
•As always, there is a time limit on each game. When the time limit for 1 game ends, the next begins. At that point, both games are active unless the Detective solves one. This continues until all games prepared for the set are completed, or the Detective has solved all active games.
•As each additional game is made active, the Detective must solve the extra game as well as the earlier game in order to win. If the Detective gives up on any game, the Witch wins. If the Detective solves all active games, the Detective wins, regardless on whether or not there are more games prepared. If neither of the previously mentioned conditions are fulfilled before the end of the final game in the set, the set is a draw.
•When making a set, the mysteries MUST adhere to Knox's 1st. Characters may be added or removed, but the culprit MUST have been present in the first Game in the set. That being said, the culprit can be different each time, so long as this rule is followed.
•When making a set, the mysteries MUST take place in the same setting. This shouldn't be a big deal, but just in case.
If you're still confused about sets, just think of Umineko's Games as all one set.
Other Info
Extensions
If two parties agree to a game extension, the final day is pushed back.
The Extension can be added to by subsequent Extensions and all Extensions can be canceled, provided they are not already in affect.
Therefore, I would suggest proposing Extensions on the set final day or the day before.
Altering Win Conditions
In the event that two parties agree to this, Win Conditions may be altered.
An example of an Altered Win Condition can be see below.
Ex: Witch-Detective [Game Extension for No Draws]
((The "No Draws" Condition would ensure either the Detective Solves the Mystery, resulting a Detective Win, or the Detective Fails to Solve the Mystery in the allotted time, resulting in a Witch Win.))
Forced Resignation
In the Event that both parties agree to a Forced Resignation, the Resigned Player may be treated as a Banished Player (See Below).
Forced Resignation does not take affect until the agreed upon time (the start of an extension, for example) and may be canceled until it is in affect. As has already been stated, the Resigned player is treated as a Banished Player, so the Resigned Player may return with the consent of an opposing player or may find a proxy to play for them.
Making a Mystery
Not much here.
Remember to make it difficult enough to be confused with magic.
I would suggest using Locked Rooms, since those are probably easiest to work with like that.
It'd be best to follow Knox's Decalogue if you're going to write a mystery for this.
Banishing Players
If, by some line of reasoning, a player is no longer able to continue playing ("Unfit to be my opponent" to use an example directly from Umineko) then they may find a replacement. If there is more than one active player on the Banished Player's side, the extra players function as replacements.
If one side has no active players when the game ends, the side that still has players is the winner.
A Banished Player may be returned to the game with the consent of someone on the opposing team. As long as the banished player has consent from one player on the other team, he/she may remain.
Giving Up/Accepting Magic
Giving Up and Accepting Magic are considered the same for the sake of this game.
Voluntary Resignation is treated the same way.
Voluntary Resignation is not to be confused with Forced Resignation (Seen Above)
Until I know for sure how this works out in an actual game, a Player is allowed to "Give Up" at one point in the game but return to being "Active" at another point (With the exception of the final day)
Knox's Decalouge
I've mentioned Knox's Decalouge several times now.
For quick reference, I'll post Umineko's simplified version here.
However, I recommend you check out the original Decalouge to be better acquainted with it.
Not all rules are in affect here, and some may be broken, but for the sake of the game, I recommend you follow most if not all of them.

Today was the day of a little meet up between old friends. You (Person 1) and the four other people went to Person 2's house. For the next few hours you roam around, eat, and converse with the other people in no specific order. Suddenly, you hear a loud scream from upstairs!
All of you run up to find Person 2's mouth gaping wide at the sight of Person 5 laying on the bed, dead. As the blood soaked into the sheets around the cadaver, you realized that he was murdered by one of the fellow guests!
During the day, you (person 1) were always with someone. Including Person 5 before dinner.
After dinner, you did not see Person 5 again.
The last one to see Person 5, before they entered the room where they were killed, was Person 2.
Person 2 has the only key, as it is her house after all. It was also used to lock the door so he could nap.
Person 3 and 4 have questionable alibis. Both left you as dinner ended. Both wanted to speak to Person 5 within' the hour.
Person 5 was stabbed through the chest, after dinner a few hours before.
When both Person 3 and 4 went to speak with him, he was said to have opened the door. They were sent away, both came back a little later. One at a time- Person 4 went in first, then Person 3, yet he was sleeping both times. You and Person 2 were downstairs at the time.
Who killed him?
So, Detective, can you prove magic was not involved?
